Smithsonian's National Museum of American History Smithsonian's National Museum of American HistoryThe sound is scratchy. You have to strain to decipher it, but the words are clear. They're from Bell's lips, recorded in 1885 but unveiled just last week by the Smithsonian.
"It lets us know what the past was really like. It fills in a gap for people," says Shari Stout, collections manager at the Smithsonian's National Museum of American History.
Stout is part of the team that helped uncover Bell's voice. It reveals in part, that while Bell hailed from Scotland, he spent enough time in the United States that he doesn't have much of a Scottish accent. Bell also came from a family of elocutionists, and as Stout points out, he speaks pronounces words correctly and distinctly.
Bell made the recordings with his partners at the Volta Lab in Washington, D.C. They're among hundreds of experimental discs and cylinders Bell left with the Smithsonian, evidently to protect against a patent dispute.
"They're all different materials," Stout says. "Sometimes they use plaster, sometimes tinfoil, things that look like cardboard ? it's very bizarre."
The recordings have sat collecting dust for more than a century. They were too delicate for experts to attempt to extract the sound ? until now.
"This is new technology that's been developed by our partners at the Lawrence Berkeley Lab; it's a non-invasive technology using lasers," Stout says. "They started out recovering commercial records. It turns out our curator read about it in The New York Times."
Bell was a bit mundane in the words he chose to put down for posterity. You can hear him at one point counting in dollar denominations. Stout says they're not really sure why Bell was counting money, but they have an idea.
"One of the speculations is that they may have been inventing this technology with the hope toward using it as a business machine," he says. Eventually what came from that technology was applied toward the invention of the dictaphone.
Bell's contribution to sound recording tends to be overshadowed by Thomas Edison's invention of the phonograph in 1877. That could change as the Smithsonian sorts through its cache of recordings. There may be more long-silent treasures we have yet to hear.
"We have a few Berliner pieces and some Edison tinfoils, but the bulk of our collection is from the Bell collection," Stout says. "So we have plenty of things hiding in our cupboard."

WASHINGTON (AP) ? The White House is commending NBA veteran Jason Collins for becoming the first active male player in the four major American professional sports to come out as gay.
White House spokesman Jay Carney called that decision courageous and says the White House supports Collins. He says he hopes the 34-year-old center's team will also offer support.
Carney says the White House views Collins' decision as another example of progress and evolution in the U.S. as Americans grow more accepting of gay rights and same-sex marriage. Last year, during his re-election campaign, Obama announced his support for gay marriage.
Collins disclosed he was gay Monday in a first-person account posted on Sports Illustrated's website. He has played for six teams in 12 seasons, including this past season with the Washington Wizards.

NEW DELHI (AP) ? Police in India have arrested a man who allowed his 9-year-old son to drive his Ferrari.
Mohammed Nisham was arrested on charges of endangering the life of a child and allowing a minor to drive, said Inspector Biju Kumar. He was released after posting bail of 5,000 rupees ($92), Kumar said.
Nisham's wife filmed the boy driving the sports car on his 9th birthday two weeks ago with his 5-year-old brother in the passenger seat. The video was widely watched on YouTube and created an outrage across India, causing police to file charges.
India's economic boom has created a class of super-rich, whose excesses are frequently in the news.
Police Inspector M.V. Verghese said the boy's father, who has a thriving tobacco and real estate business, owns 18 cars worth an estimated $4 million.
Nisham turned himself in at a police station near the port city of Kochi in the southern state of Kerala, Kumar said.
Police have impounded the Ferrari, but it will be returned to him in a few days after police complete the paperwork for the case, police said.
The boy's parents were unabashed. "I am proud of him. He's been driving since he was 5," said his mother, Amal Nisham.
She said the boy has also driven the family's Lamborghini and Bentley and other cars.
"It was his 9th birthday, and since he was insisting for months, we allowed him to drive the Ferrari. He is a cautious and confident driver," she told television channel NDTV.
"It's not easy for a child to achieve such a feat at this young age," she said.

Apr. 29, 2013 ? A gas associated with the smell of rotten eggs has proven to effectively reduce joint swelling, in research which could lead to advances in the treatment of arthritis.
Scientists at the University of Exeter Medical School have discovered that a novel drug molecule, which slowly generates the gas hydrogen sulfide (H2S), effectively reduces swelling and inflammation in arthritic joints.
For years, H2S has been regarded as a highly poisonous by-product which is corrosive, flammable and explosive. But research is now showing an altogether more benign side to the substance.
Professor Matt Whiteman, of the University of Exeter Medical School, said the research, which is published online in the Journal of Cellular and Molecular Medicine, could pave the way for more effective treatments of arthritis and other inflammatory conditions. Prof Whiteman said: "H2S is widely dismissed as a toxic and foul-smelling environmental pollutant, but it has recently been shown to be created in humans and animals by a specific set of enzymes. Why would the body do this if it had no benefit? Our research has shown that the key to unlocking the therapeutic qualities of H2S is through slow release, mimicking the body's own production."
The team has previously shown that H2S levels were increased by up to four times in the knee joints of patients with joint diseases such as rheumatoid arthritis, but intriguingly the higher H2S levels strongly correlated with a lower number of inflammatory cells in the joint. The latest study provides further evidence that the real role for H2S may be to combat inflammation, swelling and joint destruction.
Prof Whiteman added: "A patient will usually visit their doctor with a joint already inflamed, swollen and painful. Since the compound worked after arthritis was established, it may be useful in treating arthritis in the future. Many compounds can prevent arthritis in the laboratory, but of course nobody knows when they will get arthritis. Having a class of compounds which reduce inflammation and swelling when arthritis is already active is extremely exciting. These molecules may also be useful in other inflammatory conditions, and even in the inflammatory aspects of diabetes and obesity."
The study was part of a large collaboration funded by the Wellcome Trust and Arthritis Research UK, involving Professor Philip K Moore and Dr Julie Keeble from King's College London, as well as researchers at the National University of Singapore and Queen's University Belfast. The team used primary human cells as well as a model of arthritis. Rheumatoid arthritis causes some cells to proliferate too quickly in the joint and secrete substances which promote tissue inflammation, swelling and eventually joint destruction. However, the H2S donor molecule prevented this secretion, and inhibited the activity of several enzymes which cause inflation. In the arthritis model, the compound did not prevent arthritis, but was highly effective at reducing joint inflammation and swelling once arthritis was established, suggesting H2S-based compounds may one day be useful in clinic.
The same team has previously found that people who are overweight or have diabetes have lower levels of H2S in their bodies than healthy adults resulting in higher blood pressure, poorer insulin sensitivity and higher levels of sugar in their blood. It has also been reported to promote ulcer healing and reduce lung injury in smokers.
Co-author Dr Mark E Wood, at the University of Exeter, added: "Despite its reputation for being hazardous, H2S could in fact hold the key to solving some of the widespread health problems affecting the country. Our work is a major step in proving that it can be more hero than villain to the human body, providing it is administered in the right way, at the right time. We currently have several more efficient H2S donor molecules being evaluated with collaborators and this is a very exciting time for us."
Dr Julie Keeble, co-author from King's College London, commented: "The finding that H2S is able to reduce joint inflammation in experimental models makes it a very exciting prospect for treating arthritis. Many patients with arthritis do not respond effectively to current treatments or suffer side-effects from their medication. We hope that H2S-releasing drugs like the one tested in this study will be effective in treating arthritis without uncomfortable side effects."
Prof Whiteman is organising the Second European Conference on the Biology of Hydrogen Sulfide at the University of Exeter between September 8 and 11. It will bring together European scientists and participants from across the world to focus on the rapidly expanding and exciting field of H2S biology and medicine.

BOSTON (AP) ? Boston hospitals say the number of patients being treated for injuries sustained in the marathon bombing continues to drop, nearly two weeks after the attack that killed three and hurt more than 260.
Beth Israel Deaconess Medical Center said Sunday morning six patients with bombing injuries remain hospitalized, down from more than 20 immediately following the April 15 attack.
All six are in good or fair condition.
Nine victims remain at Brigham and Women's Hospital, down from 36 after the bombing. Seven are in good condition.
Massachusetts General Hospital continues to treat six bombing victims, with one in serious condition and the others in good or fair condition. The hospital has treated 31 bombing victims.
In all, 26 hospitals have treated people injured in the bombing.

TALLAHASSEE, Florida (Reuters) - The Florida Senate sent Governor Rick Scott a package of capital-punishment reforms on Monday designed to prevent condemned killers from spending decades on Death Row, despite warnings that speeding up the legal appeals process could lead to innocent prisoners being executed.
The "Timely Justice Act" sets deadlines for condemned killers to file appeals, and for the state to proceed with issuing warrants after the Florida Supreme Court upholds death sentences.
It also sets competency standards for lawyers handling cases. To reduce the number of appeals alleging incompetent counsel, any attorney twice found to have provided "constitutionally deficient representation" will be suspended from handling death appeals for five years.
"Is swift justice fair justice?" asked Democratic party Senator Arthenia Joyner, a Tampa attorney who voted against the bill. "We have seen cases where, years later, convicted people were exonerated," she said.
"I don't see the reason for the swiftness, especially with DNA evidence that can exonerate," said Senator Maria Sachs, who is also an attorney and a Democrat.
But Republican Senator Rob Bradley said, "this is not about guilt or innocence, it's about timely justice." Frivolous appeals designed only for delay are not fair to victims and their families, he said.
The act also requires the state Supreme Court to make annual reports to the Legislature on how many capital appeals have been pending more than three years. Attorneys found to have provided incompetent counsel would also be reported to the Florida Bar.
"Only God can judge," Matt Gaetz, a Republican who sponsored the bill in the House of Representatives, said last week during House debate. "But we sure can set up the meeting."
The House passed Gaetz's bill 84-34 last week. Governor Scott, a conservative Republican, is expected to sign the changes into law.
Florida has 400 men and five women currently under death sentence, with the next execution set for May 29. Gaetz and backers of his bill said 155 have been on Death Row for more than 20 years and 10 have been there more than 35 years.
Staff analysis of Gaetz's bill said the average time between sentence and execution, since Florida resumed executions in 1979, has been 13 years. The state has carried out 75 warrants in that time, second only to Texas, which has executed 496 convicted killers since 1976.
Richard Dieter of the Death Penalty Information Center in Washington, D.C., said 33 states currently have capital punishment, but Maryland is set to abolish it when that state's governor signs a repeal law this week. Five states have repealed the death penalty in the past six years, Dieter said.
"There's been a trend away from capital punishment," said Dieter. "The number of sentences imposed in the country has declined by 75 percent since 1990 and only nine states carried out an execution last year."
State Senator Darren Soto tried on Friday to raise the required jury vote from seven to 10 for death penalties. He said Florida is the only state allowing juries to recommend death by a simple majority of 7 to 5. He said Alabama is the only other state allowing non-unanimous death recommendations, which he said require 10 votes there.

The wave of political violence has killed at least 60 people in recent weeks, and many of the attacks have been directed at candidates from secular parties opposed to the Taliban. That has raised concern the violence could benefit hard-line Islamic candidates and others who are more sympathetic to the Taliban because they are able to campaign more freely without fear of being of being attacked.
Pakistani Taliban spokesman Ahsanullah Ahsan claimed responsibility for the three attacks, plus two others against secular parties in the southern port city of Karachi on Saturday that killed four people and wounded over 40.
"We are against all politicians who are going to become part of any secular, democratic government," Ahsan told The Associated Press by telephone from an undisclosed location.
The first bomb on Sunday ripped through the campaign office of Syed Noor Akbar on the outskirts of Kohat city, killing six people and wounding 10, police officer Mujtaba Hussain said.
A second bomb targeted the office of another candidate, Nasir Khan Afridi, in the suburbs of Peshawar city. That attack killed three people and wounded 12, police officer Saifur Rehman said.
The politicians were not in their offices at the time of the blasts. They are both running as independent candidates for parliament to represent constituencies in?Pakistan's?rugged tribal region along the Afghan border, the main sanctuary for Taliban and Al Qaeda militants in the country.
Many politicians running in the May 11 election from the tribal region have their offices located elsewhere and find it hard to campaign in their constituencies because of the danger. The two who were attacked Sunday are considered to hold relatively progressive views compared to the deeply conservative Islamic beliefs of many in the tribal region.
The third attack occurred in the town of Swabi, where a bomb went off during a small rally held by the Awami National Party, which has been repeatedly targeted by the Taliban. The blast killed two people and wounded five, said police officer Farooq Khan. The two candidates targeted in the attack, Ameer Rehman and Haji Rehman, were not hurt.
The Pakistani Taliban have been waging a bloody insurgency against the government for years that has killed thousands of civilians and security personnel. The group's goal is to oust?Pakistan's?democratic government and implement a system based on Islamic law.
In mid-March, the Taliban threatened attacks against three secular parties that have earned the militants' ire by supporting military operations against them in the northwest: the Awami National Party, the Muttahida Quami Movement, and the?Pakistan?People's Party. The Taliban have carried out at least 20 attacks against politicians and campaign workers since then, mostly from these three parties.
The violence has forced the parties to close dozens of campaign offices and has prevented them from holding large political rallies that are normally the hallmark of Pakistani elections. Many of the candidates have had to find ways to campaign from a distance, relying more on social media, advertisements and even short documentaries to rally support.
That has put these candidates at a disadvantage, and many have complained the militant violence amounts to vote rigging.
Candidates from Islamic parties and others who have advocated negotiating peace with the militants rather than fighting them have been able to campaign with much less fear of being attacked.
Former Prime Minister Nawaz Sharif, head of the?Pakistan?Muslim League-N party, held a rally with several thousand people in the northern town of Murree on Sunday without incident. Many analysts predict Sharif's party will come out on top in the parliamentary election.
The Taliban issued a statement earlier this year requesting that Sharif and the heads of the country's two largest Islamic parties mediate peace negotiations. Sharif declined but said he was a supporter of the talks.
The parties that have been targeted by the Taliban also support peace negotiations with the militants, but only if they lay down their weapons and accept the constitution first ??conditions the militant group has rejected.

ISTANBUL ? Despite major education initiatives and social reformations since the time of Ataturk, many girls in Turkey still do not receive an education.
Mustafa Kemal, now better known as Ataturk, or ?Father of Turks,? is credited with founding the modern Republic of Turkey and was the first president of Turkey. Ataturk?s many social, political and economic reforms were embedded in the six fundamental principles of what is now known as ?Kemalism.?
These six principles include Republicanism, Nationalism, Populism, Statism, Secularism and Revolution. The latter two were vital in the emerging role education has played in Turkey throughout the past decades.
?Kemalism was one of the main reasons that education and literacy increased and spread around girls and boys ?equally? after the establishment of the Republic,? said Nesrin Ersoy McMeekin, an instructor at Koc University, a private university in Istanbul.
?Still, it was and is a slow process, but since man and woman are considered equal by law, it became the government?s duty to provide equal education for both sexes,? McMeekin said.
?Principles of Kemalism were very strongly ? and unfortunately sometimes wrongly ? used in education in different periods of the Republican era. Right now there is a big battle of keeping some of them and/or destroying them.?
As a professor of higher education, as well as someone who grew up in the Turkish education system, McMeekin has experienced challenges due to lack of funding for public education in Turkey, much like the monetary problems faced in the United States. She also sees how familial relations play a major role in the education of both young girls and boys, whether positively or negatively.
Although primary school is mandatory just as it is in the United States, many children, particularly girls, are not enrolled due to ?traditional values? sought by parents, according to the United Nations Girls? Education Initiative (UNGEI). This problem occurs primarily in the eastern parts of the country, which are considerably more rural and conservative.
Tolga Tan is a second-year Koc student who grew up in Kadikoy, Istanbul and is passionate about his own education. Tan has seen the impact families seem to have in various parts of the country.
?In rural areas, getting some sort of education has traditionally been a challenge,? Tan said. ?Most people in the eastern part of Turkey usually complete only primary education. The gender role in rural parts is more pronounced than it is in urban parts. Many girls don?t receive any education although it is unconstitutional, and this is mainly due to the parents and what they call ?traditional.??
According to the UNGEI and the United States Embassy in Turkey, the main obstacles to school attendance for girls in Turkey include a lack of school facilities, gender discrimination, low expectations from education, low quality of education and the cost associated with families sending their children to school.

UNGEI exemplifies the problem by outlining Van, a small town in eastern Turkey that demonstrates how poverty and cultural traditions have historically kept girls at home. Many families are worried an education could ?spoil their daughters for marriage,? according to the report. But through the efforts of the UNGEI, more and more of these families have altered their opinions in order to change their family?s educational legacy.
?It is true that if the parents have higher education it is more likely that their kids will have one as well,? McMeekin said. ?But there is also a significant number of parents who would do everything to have their kids go to university just because they themselves didn?t have the chance.?
Both Tan and McMeekin believe the amount of money pumped into education from the government could be increased, which might financially encourage families to make more of an effort in regards to their children?s education.
According to the United States Embassy in Turkey and the UNGEI, part of the problem lies in the cost of transporting a child to school and buying supplies. This could be solved with the creation of scholarships to improve attendance rates in public primary, secondary and higher education in the eastern parts of Turkey.
Public universities in Turkey generally cost about 400 Turkish Lira per semester, which is equal to about $222.60 in the United States, or they are free of charge. But students must go to primary school and follow the system in order to eventually take the university entrance exam during their final year of high school. At this point, there are a number of scholarships given if needed, McMeekin said.
But the campaign ?Hey Girls, Let?s Go to School? has seen challenges that inhibit some children from eventually reaching these upper levels of education. Although the UNGEI has seen persistent poverty and a lack of resources in rural Turkish areas that continue to harm the potential of the nation?s education system, it has also seen increased media visibility and support from prominent politicians including the Prime Minister and the first lady of Turkey since its 2003 inception.
Additionally, the number of female children not enrolled in primary school has decreased significantly since 2003, according to World Bank analyses. In 2003, the number of girls not in primary school in Turkey was about 253,000, while that number shrank to about 53,000 in 2010.
?In the last 15 to 20 years, emphasis on education and campaigns to support girls and kids from rural areas in getting education have increased significantly,? McMeekin said. ?But is it enough? Not yet. There is still a huge prejudice against girls? education in Turkey, especially in eastern Turkey.?

CAIRO (Reuters) - A key Egyptian negotiator with the International Monetary Fund said on Sunday he has resigned as first deputy finance minister, in a potential blow to Cairo's prospects of an early IMF deal.
Hany Kadry Dimian has been the crucial point man in Egypt's protracted and so far fruitless negotiations to obtain a $4.8 billion loan needed to help combat a severe economic crisis.
"The only comment I can make for the time being is that yes, my term ends on April 30 according to my resignation, which I submitted in December," Kadry told Reuters by telephone.
"My next move is not decided."
A senior technocrat appointed in 2007, Kadry survived five finance ministers in office since the 2011 uprising that overthrew former autocratic President Hosni Mubarak.
Kadry gave no explanation for his decision to quit, first reported on the Egyptian dissident Rebel Economy blog, saying he would say more on Tuesday.
A senior European diplomat said his departure was not a good omen for Egypt's hopes of wrapping up a deal on the long delayed IMF loan next month, as the government has said it aims to do.
Kadry was the one expert in the ministry who fully understood the IMF program and was able to deal with the global lender professionally, the diplomat said.
The daily El-Watan said on its website that Kadry had been under increasing pressure from the ruling Muslim Brotherhood's Freedom and Justice Party, and in conflict with Abdallah Shehata, the FJP economic adviser to Finance Minister Al-Mursi Al-Sayed Hegazy.
Abdel Shakour Shalaan, Middle East representative on the IMF board, told Al Hayat television channel he hoped Egypt could complete the loan deal within four to five weeks.
"I hope it will be completed within a month or five weeks, the end of May or the beginning June," he said.
Separately, the head of Egypt's bourse, Mohamed Omran, told Prime Minister Hisham Kandil he would like to leave his position at the end of his term on July 1, the state news agency MENA reported, citing an unnamed official stock exchange source.
The report did not give a reason for Omran's request, but said he had told the prime minister in August he wanted to leave the post. Kandil had asked him to stay until the end of his term, MENA said.

The 70-year-old public relations guru, the second person to be charged as part of a broad investigation into child sex abuse spurred by the scandal involving the late BBC personality Jimmy Savile, professed his innocence, saying there was "absolutely no truth and substance" to the allegations.
Prosecutors said the charges against Clifford relate to assaults allegedly committed between 1966 and 1985. The charges involve seven female complainants who were between the ages of 14 and 19 at the times of the alleged assaults, they added in a statement.
Clifford, considered an affable and sage "go to" guy for celebrities embroiled in public relations fiascos, was arrested in December 2012. He said Friday he's been in a "24/7 nightmare" since then and vowed to clear his name.
"The allegations in respect of which I have been charged are completely false ? very upsetting, very distressing, but completely false," he told reporters outside of his home. "I have never indecently assaulted anyone in my life, and this will become clear during the course of the proceedings."
Clifford will appear at a London court on May 28.
Former BBC chauffeur David Smith, 55, is the only other person so far to be charged as a result of Operation Yewtree, an investigation launched after revelations that Savile may have targeted hundreds of young victims over five decades. Savile died in 2011 at age 84.
About a dozen people have been arrested as part of the Yewtree probe, including veteran entertainer Rolf Harris and former pop star Gary Glitter.
Clifford long has been a fixture on British television news programs and in newspapers, which frequently seek his thoughts on how celebrities can come up with novel marketing strategies to maximize their appeal ? and how celebrities dealing with marital breakdowns, drug problems, legal issues or fading popularity can rebound.
His clients have included entertainment mogul Simon Cowell, former Harrods owner Mohamed al-Fayed, and the late reality TV star Jade Goody. He also has represented dozens of ordinary people who found themselves at the vortex of the news and who sought to sell their stories to the press, which is a common, and lucrative, practice in Britain.

PARIS (AP) ? An official says an explosion at a residential building and subsequent partial collapse of the edifice has left at least two people dead and injured nine others in France's Champagne country.
A local rescue official says more than 100 rescue workers, firefighters, and bomb and gas experts were deployed to the building in the subsidized housing complex that collapsed Sunday morning in the city of Reims, east of Paris.
Reims mayor Adeline Hazan told France's BFM television that "a very powerful explosion" had taken place but the cause was unclear. She said the bodies of the two people killed remained under the rubble.
The rescue official, speaking on condition of anonymity because he was not authorized to discuss the matter, said he couldn't immediately confirm whether an explosion had taken place.
